abstract An object of the present invention is to prevent toner from being excessively charged due to friction between a sponge roller and a developing roller when the toner charging performance cannot be matched, and smearing on an image. An electrostatic latent image is formed by an LED head on a photosensitive drum having a surface charged by a charging roller. The toner 12 is frictionally charged and supplied from the sponge roller 13 to the developing roller 14. Further, the toner 12 is supplied onto the photosensitive drum 16 and the electrostatic latent image is developed to become a visible image. The visible image on the photosensitive drum 16 is transferred to a recording sheet by a transfer roll and then fixed by a fixing device. Here, the absolute value of the charge amount in the toner 12 is q [μC / g], the peripheral speed of the developing roller 14 is Vdv [mm / sec], and the peripheral speed of the sponge roller 13 is Vsp [mm / sec].
