abstract | To provide a water-in-oil emulsion that is excellent in stability and can be polymerized into a foam sheet without containing an emulsifier, and a foam sheet using the same. A water-in-oil emulsion containing the following components (a) and (b) and not containing an emulsifier is prepared. That is, (a) i) at least one alkyl (meth) acrylate having 1 to 20 carbon atoms in the alkyl group and at least one polar monomer copolymerizable with the alkyl (meth) acrylate, A prepolymer syrup obtained by partial polymerization of a polymerizable composition comprising 97 parts by weight to 3 to 30 parts by weight, ii) at least one polymerization initiator, and iii) at least one crosslinking agent And (b) at least one co-continuous or discontinuous phase component that is immiscible with the continuous oil phase component.
