An object of the present invention is to provide a method for producing an aromatic amine by directly amination of an aromatic compound at normal temperature and normal pressure. An aromatic compound and aqueous ammonia are placed in a reaction vessel, and at least one metal selected from the group consisting of Ni, Cu, Ru, Rh, Pd, Ag, Pt and Au is contained in an inert gas atmosphere. An aromatic amine is produced by directly introducing an amino group into the aromatic compound by irradiating light in the presence of an activation catalyst added to titanium oxide as a photocatalyst.
