abstract The present invention provides a concrete or mortar that has excellent heat shielding performance and can suppress temperature rise and heat storage. An interlocking block has a two-layer structure of a surface layer portion and a base layer portion. The surface layer part 11 is a mixture of activated alumina balls, aluminum hydroxide, silica sand and white Portland cement in a weight ratio of 40%, 15%, 15% and 30% with respect to the total weight of the aggregate and cement. 2% polymer emulsion and 70% water are added at a weight ratio to the weight. The base layer 12 is a mixture of sand, gravel and ordinary Portland cement at a weight ratio of 60%, 20% and 20%, respectively, and further 45% water is added by weight ratio to the cement.
