A surface-emitting laser element in which the polarization direction is stable while controlling the oscillation of a high-order transverse mode is provided. A buffer layer, a lower semiconductor DBR, a lower spacer layer, an active layer, an upper spacer layer, an upper semiconductor DBR, and a contact layer are stacked on a substrate. On the emission surface from which the laser beam is emitted, a p-side electrode 113 provided surrounding the emission region and an n-side electrode 114 provided on the substrate 101 side are provided. Further, in the emission area, the reflectance of each small area is set to the emission area in two small areas (first small area and second small area) provided in a portion deviating from the center of the emission area. A transparent layer 111A and a transparent layer 111B, which are transparent dielectric films lower than the reflectivity of the central portion, are provided with an optical thickness of “oscillation wavelength / 4”.
