In an image forming apparatus in which a lubricant application brush 62 and a lubricant leveling blade 66 are arranged above a cleaning blade 61, the application brush or the application brush is disposed downstream of the cleaning blade and upstream of the application brush. A fall prevention member 67 is provided to prevent the toner from falling from the leveling blade onto the cleaning blade, the leveling blade is brought into contact with the counter in the counter direction, and is dammed by the leveling blade on the upstream side of the ridge line portion of the leveling blade.
