The present invention provides a ruthenium-based catalyst system that is not based on an oxide or carbon-based support and at the same time has high activity and stability. In a catalyst composition comprising a support material and a catalytically active material, the support material comprises magnesium fluoride and the catalytically active material comprises a ruthenium-containing compound. In the process for producing chlorine by catalytic gas phase oxidation using oxygen of hydrogen chloride, the catalyst comprises magnesium fluoride and at least one ruthenium compound.
