abstract PROBLEM TO BE SOLVED: To prevent shift catalyst powder from flowing out of a reformer 1 to a discharge pipe 20 and water intrusion into a shift catalyst layer 6. SOLUTION: A raw material gas supplied from a supply unit 9 is steam reformed by a reforming catalyst to generate a hydrogen-rich reformed gas, and the generated reformed gas is passed through a shift catalyst layer 6 to reduce CO. Then, in the reformer 1 that is discharged from the discharge unit 21, the shift catalyst layer 6 is formed by filling a shift catalyst formed in a granular shape or a tablet shape, and the discharge portion 21 has a granular shape or a tablet shape. For preventing the passage of the powder generated when a part of the shift catalyst is broken and for preventing the water from entering the shift catalyst layer 6 when water enters the discharge portion 21 from the outside. A filter unit 27 having water retention is provided, and the reformed gas is configured to be discharged from the shift catalyst layer 6 through the filter unit 27 to the discharge pipe 20.
