[PROBLEMS] To provide a polymer electrolyte membrane having high proton conductivity stably even under conditions of high temperature and no humidification, and production of such a polymer electrolyte membrane having high productivity. The present invention provides a method and a fuel cell having high power generation characteristics by using such a polymer electrolyte. A free acid comprising any one of a (hydrocarbon-based) polymer electrolyte having an acidic functional group and a free acid, a mixture of a free acid and a Lewis base, or a mixture of a free acid and an organic salt. There is provided a method for producing a polymer electrolyte membrane in which a polymer electrolyte membrane in which a free acid is doped to a polymer electrolyte is formed by wet-forming a mixed solution in which a source is dissolved in a polar organic solvent.
