It is to provide a method for producing a target compound at a rate. [Solution] A process for producing 5-methylcytosine characterized by reacting compound (1) and urea in an aqueous solvent under acidic conditions, followed by reaction under basic conditions, or propionitrile, formic acid A step (I) of reacting an ester and a base to obtain a compound (1); A step (II) of reacting compound (1) with urea in an aqueous solvent, first under acidic conditions, and subsequently under basic conditions.
