The present invention provides an insulated wire that can be easily peeled off by thermally decomposing the insulating film by heat generated when Nd-YAG laser light is absorbed by a light absorber. Furthermore, the rotating device which can reduce a physique with the same output using this insulated wire is provided. An insulated wire having an insulating film obtained by applying and baking an insulating paint containing a transition metal oxide on a conductor, and a rotating device using the insulated wire.
