abstract | Provided is a chromate-free surface-treated metal plate that satisfies all of fingerprint resistance, electromagnetic wave shielding properties, corrosion resistance, heat resistance, conductivity, paintability, and black residue resistance during processing. SOLUTION: The coating amount is 0.01 to 0.5 g / m 2 as a first layer on a galvanized metal plate, and the mass ratio in the coating solid content is magnesium biphosphate / silica = 65 to 85 mass% / 35. As a second layer, a silane coupling agent (A) containing one amino group in the molecule and a silane coupling agent (B) containing one glycidyl group in the molecule as the second layer.
