abstract To detect a ground fault accurately and promptly. When a fuel cell repeats normal operation and idle stop as in traffic jam operation, if the insulation resistance R is lower than an idle stop prohibition threshold Rth2 (R <Rth2), the fuel cell is idle stopped. Is prohibited, that is, the transition from the normal operation to the idle stop is prohibited, or the idle stop is canceled and the normal operation is started.
