Image formation in which a toner image is formed on a photoconductor drum (photoconductor) 12 with a two-component developer including toner and carrier, and then the toner image is transferred to an intermediate transfer belt (intermediate transfer body) 16 In the apparatus 10, a surface layer containing a fluoropolymer is formed on the transfer surface 16 a to which the toner image of the intermediate transfer belt 16 is transferred, and the carrier includes carrier core material particles and the surface of the carrier core material particles.
