Provided is a toner binder excellent in both low-temperature fixability and blocking resistance. A toner binder comprising the following polyester resin (A): a polyester resin (A) obtained by polycondensation of a polyol component (x) and a polycarboxylic acid component (y), (Y) 70 mol% or more of terephthalic acid, isophthalic acid, and / or their lower alkyl ester (carbon number of alkyl group: 1 to 4) or hydroxyalkyl ester (carbon number of alkyl group: 1 to 1) 4) and in the polyol constituting (A), at least 80 to 99.99 mol% is 1,2-propylene glycol and 0.01 to 11 mol% is neopentyl glycol.
