abstract [Problem] To provide a base paper for processing paper used as a base paper for industrial process paper and release paper, which has excellent release agent sealing properties and can be recycled as a papermaking raw material. A base paper for processed paper containing a paper additive made of cellulose nanofibers having a B-type viscosity (60 rpm, 20 ° C) of 2% at a concentration of 500 to 2000 mPa · s. The cellulose nanofibers were oxidized by adding an oxidizing agent to the cellulose raw material in the presence of an N-oxyl compound and bromide, iodide or a mixture thereof, and treating the cellulose raw material in water.
