The element M shows a peak due to an oxygen bond and a peak due to a metal bond in a spectrum obtained by X-ray photoelectron spectroscopy, and the area of the peak due to the oxygen bond is not more than twice the area of the peak due to the metal bond. And Pt x M z Ta u (1) (In the general formula (1), the M element is at least one selected from the group consisting of V, W, Ni and Mo. x is 40 to 98 at.%, Z is 1.5 to 55 at.%, U Is 0.5 to 40 at.%.)
