abstract An object of the present invention is to realize corrosion prevention of a steel segment in which concrete is packed inside a steel shell at a lower cost and more effectively. A steel shell having a main girder that forms both side surfaces, a skin plate that covers at least the outer peripheral surface between the main girders, and a joint plate that joins between the ends of the main girder. In the concrete filled steel segment in which the concrete 23 is filled in the interior of the tunnel, at least the main girder 11 and the boundary surface between the joint plate 13 and the filled concrete 23 or the gap 19 generated at the boundary surface are formed in the inner space of the tunnel.
