[Solution] (A) Cationic amine-modified epoxy resin obtained by cationizing an amine-modified epoxy resin obtained by reacting an amine with an epoxy resin obtained by reacting glycidyl ether of polyol, glycidyl ether of dihydric phenol and dihydric phenol ( Base resin), (B) blocked polyisocyanate (curing agent), and (C) an average primary particle diameter of 0.01 to 1 μm, and D50 as an index of the particle size distribution is 110 of the average primary particle diameter.
