PROBLEM TO BE SOLVED: To provide a membrane / electrode assembly capable of suppressing deterioration of an electrolyte membrane due to radicals. In a membrane / electrode assembly, a fuel electrode layer is formed on one surface of an electrolyte membrane, and an air electrode layer is formed on the other surface. Further, the fuel-side protective layer 5 including the overlapping portion 51 that overlaps the fuel-side electrode layer 3 in the thickness direction is formed on one surface 21 of the electrolyte membrane 2. On the other hand, on the other surface 22 of the electrolyte membrane 2, the air-side protective layer 6 including an overlapping portion 61 that overlaps the air-side electrode layer 4 in the thickness direction is formed.
