abstract | The present invention provides a fuel cell catalyst layer excellent in methanol insolubility and proton conductivity, a method for producing the fuel cell catalyst layer, and a fuel cell including the catalyst layer. SOLUTION: The surface of a catalyst layer made of a conductive porous material coated with a fuel cell catalyst and methanol-soluble ion conductive resin is composed of an epoxy group and an isocyanate group protected with a protective group. A vinyl polymer A having at least one crosslinkable group selected from the group, and a vinyl polymer B having at least one crosslinkable group selected from the group consisting of a hydroxyl group, a carboxyl group, and an amino group, A vinyl polymer composition having an acidic group in which at least one of vinyl polymer A and vinyl polymer B forms a salt is applied, and the crosslinkable groups of vinyl polymer A and vinyl polymer B are reacted.
