abstract Disclosed is a PDP capable of suppressing discharge delay by improving discharge characteristics in a protective layer and exhibiting excellent image display performance even in a high-definition cell structure, and a method for manufacturing the same. In a surface portion of a surface layer 8, MgO fine particles 16a containing halogen atoms in the vicinity of the surface, excited by ultraviolet rays of 165 nm or less, and emitting afterglow of 2 ms or more are planarly dispersed. The MgO fine particle group 16 is formed by arranging them. The halogen atoms are adjusted so as to be included in the vicinity of the surface layer of the MgO fine particles 16a (particularly in the region of at least 4 nm or less from the particle surface layer toward the inside of the particle).
