The present invention provides a novel compound that can be suitably used as a surfactant and has low bioaccumulation, a method for producing a fluoropolymer using the novel compound, a surfactant, and a fluorine-containing heavy compound. A combined aqueous dispersion is provided. The present invention relates to the following general formula (I): Rf 1 OCHFCF 2 ORf 2 COOM (I) (Wherein Rf 1 is a partially or fully fluorine-substituted alkyl group optionally having an oxygen atom inserted therein, Rf 2 is a partially or fully fluorine-substituted alkylene group optionally having an oxygen atom inserted therein, and M represents a monovalent alkali metal, NH 4 or H.) and is a fluoroethercarboxylic acid.
