abstract A method for manufacturing an information display panel and a particle filling apparatus are provided which confirm grounding of a conductive mask and a substrate or a predetermined equipotential to prevent filling unevenness of particles in a cell. In the method for manufacturing an information display panel according to the present invention, the first electrically connected to the conductive mask 13 is arranged before performing the particle filling step of filling the cells with the particle group as the display medium. The substrate 12 on which the conductive mask 13 and the partition wall are formed is set to a predetermined equipotential via the inspection probe 15 and the connection line 14, and then the first inspection probe 15, the connection line 14, and the substrate 12 on which the partition wall is formed are electrically connected. Using the second inspection probe 16 and the inspection line 18 connected to each other, the conductive state of the conductive mask 13 and the substrate 12 on which the partition wall is formed is inspected, and the conductive mask 13 and the substrate 12 connect the first inspection probe 15 to the conductive mask 13. And confirming that it is grounded or at a predetermined equipotential to prevent uneven filling of the particle group serving as the display medium in the cell. [Selection] Figure 6
