The hair papillae cell proliferation promoter, anti-androgen hormone agent, hair-restoring agent or hair cosmetic is selected from the group consisting of gold inversion, Himehagi, Kobana Toshi, Kashiwagi, white eyebrows and tentative nails. An extract from more than one kind of plant is contained as an active ingredient, and the FGF-7 production promoter is an extract from one or more kinds of plants selected from the group consisting of gold inversion, himehagi, kotohana, and white eyebrows. As an active ingredient, and the VEGF production promoter contains an extract from one or more plants selected from the group consisting of gold inversion, himehagi, floret blossom, white eyebrow grass, and falcon claws.
