Disclosed is an exhaust purification technology capable of purifying nitrogen oxides contained in exhaust gas of an internal combustion engine that burns mainly under lean conditions with high efficiency even at a low temperature start. In an exhaust purification device 9 that periodically changes the atmosphere of exhaust gas to be oxidized / reduced to remove nitrogen oxides contained therein, hydrogen and carbon monoxide are supplied to an exhaust passage 11 that guides the exhaust gas to the atmosphere side. Reforming means 18 for introducing a reformed gas containing hydrogen, and adsorption means for adsorbing the nitrogen oxide at least containing silver oxide that consumes and reduces the hydrogen and desorbing the adsorbed nitrogen oxide as the temperature rises 30 and purifying means 17 for purifying the exhaust gas by consuming the carbon monoxide and reducing the nitrogen oxides.
