abstract A cleaning device capable of satisfactorily controlling the polarity of toner on a member to be cleaned regardless of the temperature and humidity environment, an image forming apparatus including the cleaning device, and a process cartridge are provided. A brush roller 324 that removes toner on a surface 1 to be cleaned from the surface to be cleaned 1 and a surface of the surface to be cleaned with respect to a position at which the brush roller 324 removes toner on the surface 1 to be cleaned. A polarity control member 323 that controls the polarity of the toner on the object to be cleaned 1 and a voltage application unit 331 that applies a voltage to the polarity control member 323 are disposed at a position facing the surface of the object 1 to be cleaned upstream in the movement direction. The provided cleaning apparatus 2 includes temperature / humidity detection means 330 that detects the temperature and humidity in the apparatus, and the voltage application means 331 applies the polarity control member 323 based on the detection result of the temperature / humidity detection means 330.
