abstract | PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus excellent in fixing responsiveness without disturbing resin-containing fine particles on a medium such as paper. SOLUTION: A foam-like fixer containing a softening agent that softens fine particles containing a resin by dissolving or swelling at least a part of the resin is applied to the resin-containing fine particles on the medium so that the resin-containing fine particles are used as the medium. In the fixing device of the present invention for fixing, the foam-like fixing solution is applied to the resin-containing fine particles on the medium, and is applied to the application surface of the foam-like fixing solution applying means that contacts and separates from the resin-containing fine particles and has at least a part of the rotation surface. The foam fixing solution film thickness control means for controlling the film thickness of the applied foam fixing solution is constituted by a blade member, and the blade surface of the blade member is spaced at the curved surface portion of the rotation surface of the foam fixing solution application means. The blade surface of the blade member is disposed at a position where the foam-like fixing solution does not reach the end of the blade member and is held between the blade surface and the curved surface portion of the rotating surface of the foam-like fixing solution applying means. .
