The present invention provides a hydrophilic member in which a hydrophilic film excellent in antifogging property, antifouling property, abrasion resistance, and in particular, adhesion to scales is formed on a support surface. A hydrophilic member having a hydrophilic film formed on a support, wherein the hydrophilic film contains (A) a hydrophilic polymer having Si and (B) a metal complex catalyst. A hydrophilic member formed by converting a part or all of silanol groups present on the surface of the hydrophilic film into a hydrophilic group other than silanol groups, which is formed by the film forming composition.
