abstract PROBLEM TO BE SOLVED: To provide a low-resistance current collector or the like that enables high-speed charging and high-speed discharge when used in a battery and suppresses heat generation due to charging and discharging of the battery. A ratio of a microscopic surface area to a macroscopic surface area on a surface opposite to a contact surface of a surface treatment layer with a conductive substrate is provided on at least one surface of the conductive substrate.
