Disclosed is a toner for developing an electrostatic charge image that has excellent charge rising properties and little fogging even when used repeatedly. An electrostatic charge image developing toner comprising titanium oxide fine particles adhered or fixed to the surface of toner base particles containing at least a binder resin and a colorant, wherein the titanium oxide fine particles have a volume resistivity. 1.0 × 10 12 Ω · cm or less, standard deviation of particle size is 5 to 50, volume average primary particle size is 30 nm to 200 nm, and nonmagnetic one component A development method using the above-described toner for developing an electrostatic image.
