Disclosed is a device for causing percutaneous flow of a permeate to a patient via at least one formed pathway through the patient's skin layer. The device has i) a non-biodegradable matrix having a bottom surface and defining a plurality of conduits in the matrix (at least a portion of the plurality of conduits is in communication with the bottom surface); and ii) a plurality of matrices Non-dissolved hydrophilic permeate disposed in at least a portion of the conduit (where the hydrophilic permeate is removed from the patient when the bottom surface of the matrix is located in a fluid passageway with at least one formed pathway).
