abstract | The present invention relates to a chromium-free metal surface treatment composition and a surface-treated steel sheet having a coating layer that is excellent in conductivity, corrosion resistance, alkali resistance, and high-temperature moisture resistance and does not contain a chromium component. The surface treatment composition comprises: i) a vinyl binder resin in which a corrosion-resistant inorganic substance is complexed; ii) an acrylic binder resin in which a corrosion-resistant inorganic substance is complexed; and iii) a solvent. The amount of the binder resin is 10 to 70% by weight of the total solids, the amount of the acrylic binder resin is 15 to 75% by weight of the total solids, and the corrosion-resistant inorganic material is 3 to 25% by weight of the total solids.
