Suitable catalyst systems include the formula M n X p Y r , wherein M is a transition metal, X is a halide, and Y is an optionally substituted hydrocarbyl. A neutralizing group which is an optionally substituted perhalogenated hydrocarbyl or an optionally substituted cyclopentadienyl and n, p and where r is an integer]. The reaction accelerator is preferably a halide salt.
