The composite vascular graft (10) incorporates a bioactive agent to deliver a therapeutic agent and / or inhibit or reduce bacterial growth during and after introduction of the graft into the vascular system implantation site. Yes. The composite vascular graft includes a porous tubular graft member (12). One or more biodegradable bioactive agent coating layers (14) comprising at least one bioactive agent (16) are placed on the graft member. A biodegradable sheath (18) is placed over the coating layer. The sheath has greater rigidity than the flexible tubular graft member and is biodegradable to expose the coating layer, thereby restoring the flexibility of the tubular graft member.
