abstract A membrane electrode assembly (MEA) for a fuel cell capable of obtaining a stable high output is provided. MEA 1 includes a fuel electrode 4 composed of a fuel electrode catalyst layer 2 and a fuel electrode gas diffusion layer 3, an air electrode 7 composed of an air electrode catalyst layer 5 and an air electrode gas diffusion layer 6, and a fuel electrode catalyst layer. 2 and a proton conductive electrolyte membrane 8 sandwiched between the air electrode catalyst layer 5. The fuel electrode catalyst layer 2 and the air electrode catalyst layer 5 both contain a catalyst and an electrolyte having proton conductivity, and at least one of these layers is formed by laminating a plurality of layers having different electrolyte content ratios.
