To provide a highly reliable photocatalyst capable of suppressing deterioration of a photocatalytic function while preventing deterioration of a binder and a method for producing the photocatalyst. A carbon-containing layer is formed directly on at least a part of the surface of a core part including photocatalyst particles, and a pore-forming agent is mixed with a solvent in which the core part on which the carbon-containing layer is formed is suspended. Coating the carbon-containing layer with a pore-forming agent, dispersing the pore-forming agent in the solvent, and subsequently mixing the precursor of the porous shell layer in the solvent, On the layer of the pore forming agent covering the surface, a layer to be a porous shell layer containing the pore forming agent dispersed in the solvent is formed, and the core portion and the porous shell layer are formed. The carbon-containing layer and the pore-forming agent between the layers and the pore-forming agent contained in the walls of the layer that becomes the porous shell layer are removed.
