PROBLEM TO BE SOLVED: To provide a cosmetic film with a uniform and beautiful finish that has good extensibility when applied and has a refreshing feeling, no slipping or slipping, and high adhesion to the skin, and has a dry and tight feeling. The present invention relates to a water-based makeup cosmetic having a good feeling of use and having a good makeup.
