The present invention provides a CO removal catalyst, a fuel reformer, a fuel cell system, and a CO removal method having low cost and high CO removal performance. A CO removal catalyst 10A according to this embodiment includes, for example, a copper catalyst 11 having a diameter of 20 μm, and a noble metal catalyst 14 having a diameter of 20 μm in which a noble metal 13 such as Pt is supported on an oxide 12 carrier. Are mixed mechanically in a powder state, so that the inter-catalyst distance between the copper-based catalyst 11 and the noble metal-based catalyst 14 is kept moderate. Thereby, other reactions such as oxidation of hydrogen can be suppressed and only the CO removal reaction can be effectively advanced, and high activity can be obtained over a wide temperature range.
