A second step of changing the cobalt nitrate to cobalt hydroxide by immersing the sintered substrate in an alkaline aqueous solution, and cobalt hydroxide oxidized by steam heating the porous nickel sintered substrate that has undergone the second step. And a fourth step of fixing the nickel salt by immersing the porous nickel sintered substrate that has passed through the third step in an acidic nickel salt impregnating solution, and in the first step, nitric acid An alkali cation is included in the cobalt aqueous solution.
