abstract In providing a stable toner charging property over a long period of time to a carrier, it is possible to prevent the occurrence of defects due to excessive accumulation of charged particles of reverse polarity in a developer in a developing tank and filming. The developer includes toner, reverse polarity particles, and a carrier. The developing device includes a first transport member and a second transport member facing the photoconductor. The electric field forming unit includes a first transport member. A first electric field is formed between the conveying member and the second conveying member to move the toner in the developer of the first conveying member to the second conveying member and to separate some of the reverse polarity particles from the toner. Then, the toner is collected in the developer, and a second electric field is formed between the second conveying member and the photosensitive member to move the toner on the second conveying member to the electrostatic latent image on the photosensitive member. Between the first conveying member and the second conveying member, during development, a first electric field is formed so that charged particles are separated from the toner and collected in the developer.
