abstract The present invention provides a protective film which does not contain a binder resin at all and can be manufactured by a simple method and has high stability, and a method for manufacturing the same. Fine particles 21 whose surfaces are covered with a first film compound having a first functional group, and a crosslinking agent 12 having a plurality of crosslinking reactive groups that react with the first functional group to form a bond. The protective film 10 is obtained by applying a mixture containing the above to the surface of the base material 31 and curing by a crosslinking reaction between the first functional group and the crosslinking reaction group.
