abstract | [PROBLEMS] To not only healthy hair but also hair damaged by hair color, perm, ultraviolet rays, etc., it is well stretched and familiar when applied to hair, and it does not feel sticky or stiff, and it is united into hair Provided is a hair cosmetic excellent in imparting feeling and smoothness. Component (b) includes (a) one or more cationic compounds having surface active ability and (b) one or more linear higher alcohols having 18 to 24 carbon atoms. Of the ingredients having the lowest melting point (phase A) and water containing less than 20% by weight of water (phase B) are mixed to perform primary emulsification, and then the remaining water is added to make up the hair. Secondary emulsification is carried out by adding (Phase C) adjusted to be equal to or lower than the phase transition temperature of the material and higher than the melting point of the component (b) having the lowest melting point.
