abstract A heat exchanger capable of maintaining the effect of suppressing the generation of bacteria for a long period of time is provided. An aluminum material 50, a chromate corrosion-resistant layer 60, and a resin-based hydrophilic layer 70 are provided. The aluminum material 50 is a base material for the fins F constituting the heat exchanger. The chromate corrosion resistant layer 60 is formed on the surface layer of the aluminum material 50. The resin-based hydrophilic layer 70 is formed on the surface layer side of the aluminum material 50 and on the surface layer of the chromate corrosion-resistant layer 60, and is supported so as to include the antibacterial and antifungal agent 71. In the antibacterial and antifungal agent 71, the elution amount with respect to water held on the surface of the resin-based hydrophilic layer 70 changes depending on the temperature.
