abstract | An object of the present invention is to provide a polyolefin-based flame retardant that has excellent flame retardancy and high foaming ratio, can reduce the amount of flame retardant used, and can use a flame retardant that does not become an environmental disturbance factor during disposal. A fuel foam is provided. A layered material (a), a Lewis acid or acid adduct (b) comprising an organic electron donor and a proton donor, and a flame retardant (c) are contact-mixed to form a layered material (a). The intercalation compound (f) obtained by intercalating the flame retardant (c) into the layer, the layered substance (a), the Lewis acid or acid adduct (b), and the foaming agent (d) are contact-mixed. Then, a polyolefin-based flame retardant foam composition containing the interlayer compound (g) obtained by intercalating the foaming agent (d) into the layered material (a) is foamed.
