abstract | Provided is a surface-treated steel sheet in which the occurrence of red rust from a portion where a steel base of a cut end face is exposed in an outdoor environment is remarkably suppressed by a chromium-free surface treatment technique. A coated steel sheet having a coating film containing alkaline earth metal compound particles, zinc compound particles, phosphate particles and, if necessary, organic carboxylate particles, wherein the coated steel sheet sample is treated at room temperature. The elution amount molar ratio of the components eluted from the coating film per hour when immersed in pure water satisfies the following formulas (1) and (2), and the elution amount of P is per 1 m 2 of coating film area.
