An object of the present invention is to provide a PDP that can be driven at a low voltage by improving the structure of a protective layer, exhibiting charge retention characteristics in the protective layer, and expecting good image display performance. Furthermore, the present invention provides a PDP that can prevent high-definition image display by preventing the occurrence of discharge delay and performing good high-speed driving even in high definition standards. A surface layer 8 having a thickness of about 1 μm is disposed on a surface of a dielectric layer 7 on the discharge space side, and MgO fine particles 16 are dispersed on the surface of the surface layer 8. The surface layer 8 is composed of two or more solid solutions of CaO, SrO, and BaO. The surface layer 8 protects the dielectric layer 7 from ion bombardment during discharge and reduces the discharge start voltage.
