abstract A transparent conductive film that can form a low-resistance and high-quality transparent conductive film without requiring a reduced-pressure atmosphere and that is excellent in mass productivity and manufacturing cost by using a coating method. A forming method and a transparent conductive film are provided. In the method for forming a transparent conductive film of the present invention, a film-coated substrate 11 having a conductive coating 13 formed on the surface of a substrate 12 is placed on a lower electrode 5, and the film-coated substrate is formed. A reaction gas g at or near atmospheric pressure is introduced onto 11 and a voltage is applied between the lower electrode 5 and the upper electrode 3 to bring the reaction gas g into a non-equilibrium plasma state. A transparent conductive film is formed by irradiating and modifying the conductive coating film 13. [Selection] Figure 1
