PROBLEM TO BE SOLVED: To provide a catalyst capable of reducing sulfur content and nitrogen content in light oil as compared with the case of using a conventional catalyst, a production method thereof, and a hydrotreating method using the catalyst. SOLUTION: An inorganic oxide carrier is based on a catalyst, 10 to 30% by mass of at least one group 6 metal in the periodic table in terms of oxide, 1 to 15% by mass of at least one group 8 metal, phosphorus 1.5 to 6% by mass, 2 to 14% by mass of carbon derived from organic acid, and 0.2 to 1.2 mol of organic acid per 1 mol of Group 8 metal in the periodic table, Catalyst having 220 to 300 m 2 / g, pore volume of 0.35 to 0.6 m1 / g, and average pore diameter of about 65 to 95 mm.
