The present invention provides a polymer electrolyte membrane with improved proton conductivity and effectively reduced methanol crossover, a method for producing the polymer electrolyte membrane, and a fuel cell including the polymer electrolyte. A polymer electrolyte membrane comprising inorganic nanoparticles to which a proton conductive group is bonded, a solid acid, and a proton conductive polymer. Desirably, the inorganic nanoparticles to which proton conductive groups are bonded are the result of reacting a precursor of a metal selected from Si, Ti, Zr, Al or B with a compound containing a proton conductive group.
